Board Members
The Board shall consist of seven members appointed as follows:
A) Six members and six alternate members to be appointed jointly by the Governor in Council and Executive Council of the Government of the Northwest Territories (“Executive Council”), of whom three members and three alternate members shall be appointed from nominees put forward by each of the Gwich’in and government, provided that the board shall include at least one resident of the Northwest Territories who is not a participant; and
B) A chairperson, resident in the settlement area , to be nominated by the members of the board appointed under (a) and appointed jointly by the Governor in Council and Executive Council.

Cindy Allen
I am a Weledeh, Yellowknives Dene, Tlicho person who grew up in Winnipeg, Manitoba but found my way north in the 1990s to reconnect with my Dene family. My mother is Christine Allen (Doctor) and my father is Richard Allen. Her grandparents are Marie-Adele Doctor (Martin) and Gabriel Doctor from Enodah/N’dilo. I am a descendant of Chief Monfwi, the signatory to Treaty 11 for the Tlicho Nation in 1921 and I have worked for many years as a treaty negotiator in the Northwest Territories and British Columbia. I have also worked in museums and heritage centres in the north and across Canada, including the Canadian Museum of Civilization, where I contributed to the development of the exhibition Threads of the Land: Two Hundred Years of Dene Clothing. I also have experience as an elected Councillor for the Yellowknives Dene First Nation. I have been a guest lecturer at the University of Victoria for a Dene language course where I gave presentations and answered questions from students on Dene history, cosmology and laws. I have a Master’s degree in Canadian and Native Studies from Carleton University and a certificate in conflict resolution from the Justice Institute of British Columbia. I am currently a juris doctorate (law) student at the University of British Columbia. I am a strong believer in self-government for Aboriginal peoples as a way towards healing, self-sufficiency and prosperity. I am very pleased to be able to share my knowledge and experiences with the Gwich’in and the GRRB to help make good decisions regarding the co-management of renewable resources in the GSA.

Eugene Pascal
Eugene is from Aklavik and a new member to
the Board. He has extensive work experience in the Ehdiitat
community, where he served as Chief for a number of years. He was
appointed to the Board in June 2005.

Jozef Carnogursky
I am a Gwich’in born and raised in Inuvik, NT. I also lived in Aklavik for the first 10 years of my life. My mother is Dinah Carnogursky (Gardlund) and my father is Jozef Carnogursky Sr. My grandparents on my mother's side were the late Sarah Ann Gardlund (Firth) and Karl Gardlund. My great -grandparents were Eliza Bonnetplume and James Firth.
I have a diploma in Natural Resource Management and I am very familiar with the issues here in the Gwich’in Settlement Area (GSA). I also served on the Nihtat Renewable Resources Council from 2006 to 2012. I believe strongly in the co-managsement system that we have in the GSA and I look forward to serving as a Board member during my term.

Dan Topolniski, M.NR.M., B.Sc.
Responsibilities – I participate in Board of Director meetings, workshops and other GRRB venues to provide direction for GRRB programs and actions and, as required, represent the GRRB in our work with others.
Personal Biography – I was born and raised in Winnipeg, Manitoba, and continue to live in Winnipeg to this day. I attended the University of Manitoba where I completed a B.SC. and a Master of Natural Resources Management (M.N.R.M.).
I was fortunate, upon graduation, to be employed for 32 years with the Central and Arctic Region of the Department of Fisheries and Oceans, where I gained progressive public sector experience in the areas of natural resource management, sustainable development, natural resource policy, resource economics and public policy.
With involvement in projects across Canada, I have had opportunities to work on natural resource management and natural resource development in freshwater and marine areas, including land claims settlement areas in Canada’s North. In 2004, I retired from the federal public service.
I have always maintained that co-management, as practiced by the GRRB and other land claims boards, is a Canadian success story, so it was with great pleasure that I accepted the opportunity in June, 2005 to serve as an alternate member to the GRRB. In January, 2008 I was appointed by the Minister of Indian Affairs and Northern Development as a member of the GRRB, for a term of 5 years.
